Project Description

The goal of the Transparency International Anti-corruption Center (TIAC) project with short name "Engaged Citizenry for Responsible Governance" is to increase civic engagement in and oversight of reforms in Armenia aimed at improving of transparency and accountability of government actions and policies. It is achieved through civil society’s ability to engage citizens and articulate their interests improved and sustained; monitoring of government institutions, officials and policy process strengthened; citizen access to independent and reliable information increased; civil society enabling environment improved. 

CRRC-Armenia will utilize both quantitative and qualitative methods to address the research under this program. Forty CSOs operating in the sphere of advocacy and participatory monitoring in Armenia will be surveyed through a semi-structured questionnaire to measure the capacity of the advocacy organizations and get a big picture of the society’s ability to participate in policy-making by engaging citizens, articulating their interests, and monitoring state institutions. This will provide an opportunity to map the challenges and issues that will be addressed in training activities.

This baseline survey is considered as a starting point to measure the further progress of the program. It is conceived as a panel survey with the same group of CSOs as a control group to track the changes compared with project CSOs and analyze the trends. Two other surveys of this longitudinal study will be conducted during the implementation of the project.


Methodology

  • Quantitative survey
A questionnaire based on advocacy index assessment methodology will be developed and employed in face-to-face interviews with 40 NGOs.


  • Qualitative survey

Based on the quantitative data, organizations applying participatory monitoring approaches and policymakers will be identified for in-depth interviews. The main objective of these interviews will be exploring the patterns for strengthening the advocacy efforts in enhancing transparency and public accountability both for promoting the principles of good governance in Armenia and for improving public services. 


  • Focus groups

The quantitative data will be complemented with an input by the beneficiaries of the surveyed CSOs. 


Output

  • Database and preliminary findings of the quantitative study
  • Final analytical report based on both quantitative and qualitative data.
