Dr. McHugh is the permanent IMF representative in Armenia. He holds MA and PhD in Economics from St. Anthony’s College, Oxford University. In the recent years he has worked as an Economist in EU European Commission-DG Economic and Financial Affairs, as an Economist in International Monetary Fund before he became the head of the Fund’s Yerevan office.
