{"id":1851,"date":"2014-02-06T00:00:00","date_gmt":"2019-03-29T09:29:20","guid":{"rendered":"https:\/\/crrc.am\/blog\/first-work-in-progress-discussion-at-crrc-armenia\/"},"modified":"2025-11-07T10:38:49","modified_gmt":"2025-11-07T06:38:49","slug":"first-work-in-progress-discussion-at-crrc-armenia","status":"publish","type":"post","link":"https:\/\/www.crrc.am\/en\/blog\/first-work-in-progress-discussion-at-crrc-armenia\/","title":{"rendered":"First Work-in-Progress Discussion at CRRC Armenia"},"content":{"rendered":"<p><!-- VideographyWP Plugin Message: Automatic video embedding prevented by plugin options. --><br \/>\n Armenian Police Reform in Comparative Perspective <\/p>\n<div> <\/p>\n<div> <span><span><i>By Zofia Baldiga, CRRC-Armenia International Fellow<\/i><\/span><\/span><\/div>\n<div> <span lang=\"PL\"><br \/><\/span><\/div>\n<div> <span><span lang=\"PL\">On January 29<sup>th<\/sup>, CRRC-Armenia hosted a presentation on Armenian Police Reform in Comparative Perspective delivered by Nona Shahnazarian and Matthew Light.&nbsp;<\/span><\/span><span>The event was organized within newly launched Work in Progress academic discussion series coordinated by CRRC-Armenia in cooperation with various scientific institutions.<\/span><span><span lang=\"PL\"><span lang=\"PL\">&nbsp;<\/span>The aim of the&nbsp;series is to create an opportunity for the fellow researchers to present their research on the early stage, share their methodology, present tentative findings and receive some valuable feedback on their ongoing projects.<\/span><span>&nbsp;<\/span><\/span><\/div>\n<div> <span><br \/><\/span><\/div>\n<div> <span><a href=\"\/\/1.bp.blogspot.com\/-c8W4hXkK0Vk\/UvM3dMcr_1I\/AAAAAAAACpc\/EN5zBDs8Tnc\/s1600\/DSC_5951.jpg\"><\/a><\/span><\/div>\n<div> <span><br \/><\/span><\/div>\n<p> <\/p>\n<div> <span lang=\"PL\"><span>The research on Armenian Police Reform is currently being conducted by Nona Shahnazarian, Research Fellow at <a href=\"http:\/\/cisr.ru\/en\/\" target=\"_blank\">The Centre&nbsp;for Independent Social Research<\/a> in St. Petersburg, Russia, and Matthew Light, an Assistant Professor at the <a href=\"http:\/\/politics.utoronto.ca\/\" target=\"_blank\">Department of Political Science<\/a> of the University of Toronto, Canada. &nbsp;<\/span><\/span><\/div>\n<div> <span lang=\"PL\"><span><br \/><\/span><\/span><\/div>\n<div> <a href=\"\/\/1.bp.blogspot.com\/-m3HV_qunjic\/UvM3kDey3dI\/AAAAAAAACpk\/_tiksNhVrOI\/s1600\/DSC_6005.jpg\"><img decoding=\"async\" src=\"\/\/1.bp.blogspot.com\/-m3HV_qunjic\/UvM3kDey3dI\/AAAAAAAACpk\/_tiksNhVrOI\/s1600\/DSC_6005.jpg\"><\/a><\/div>\n<div> <span lang=\"PL\"><span><br \/><\/span><\/span><\/div>\n<div> <span>The objective of this <a href=\"http:\/\/www.ponarseurasia.org\/memo\/police-reform-armenia-revolution-or-evolution-co-author-matthew-light\" target=\"_blank\">comparative case study<\/a> is to address current police reforms in Armenia in comparison to other CIS states, notably Georgia, as well as to give an insight on the reform process, structural changes inside the police entities, anti-corruption measures facilitation and implementation, human rights issues, recruitment and training schemes for newly hired policemen, the introduction of community policing to Armenia and public awareness of the ongoing structural changes in the police forces. Moreover, Shahnazarian&#8217;s and Light&#8217;s research is the first systematic attempt to describe the recent evolution of policing in Armenia.<\/span><\/div>\n<div><\/div>\n<div> <span lang=\"PL\"><span><span>During the presentation, the subject was elaborated upon and the research methods and tentative findings were discussed. The study is based on an ethnographic research and a desk study on legal framework and documents. Between 2011 and 2013 Shahnazarian conducted roughly 200 interviews in several Armenian cities (Yerevan, Vanadzor, Stepanavan, Hrazdan, and Masis). Among the respondents were NGO activists, police officers,&nbsp; ordinary citizens (mostly taxi drivers), government officials, and, last but not least, high-positioned police officers. The interviews were taken to assess the conceptual change of Armenia&#8217;s policemen&nbsp;<\/span><span>behavior<\/span><span>&nbsp;(particularly the highway police) patterns in the daily formal and informal interactions with&nbsp;citizens.<\/span><\/span><\/span><\/div>\n<div><\/div>\n<div> <span><a href=\"\/\/4.bp.blogspot.com\/-dv5ZReNHZY0\/UvM3tSy_bZI\/AAAAAAAACps\/TIbNUbDvkqM\/s1600\/DSC_5980.jpg\"><img decoding=\"async\" src=\"\/\/4.bp.blogspot.com\/-dv5ZReNHZY0\/UvM3tSy_bZI\/AAAAAAAACps\/TIbNUbDvkqM\/s1600\/DSC_5980.jpg\"><\/a><\/span><\/div>\n<div> <span><br \/><\/span><\/div>\n<p> <\/p>\n<div> <span lang=\"PL\"><span><span>In a&nbsp;<\/span><span>nutshell<\/span><span>, the research revealed that major structural changes inside Armenian police forces are&nbsp;being implemented. The anti-<\/span><span>corruption<\/span><span>&nbsp;measures, the conceptual changes in training programs, improvements in treating detainees, creation of a new &#8222;<\/span><span>Elite<\/span><span>&nbsp;Battalion&#8221; and the increasing numbers of women students in the Police Academy could be brought as&nbsp; an example of a new, good practice.&nbsp; Unfortunately, the police reform has a very low public recognition. Both ordinary citizens and NGO representatives have low awareness of the evolution of the institutional approach to policing. <\/span><\/span><\/span><\/div>\n<div><\/div>\n<div> <span><a href=\"\/\/3.bp.blogspot.com\/-eqt_fDZRqgM\/UvM5GTopoHI\/AAAAAAAACp4\/IpTCa1M7a6c\/s1600\/DSC_5975.JPG\"><img decoding=\"async\" src=\"\/\/3.bp.blogspot.com\/-eqt_fDZRqgM\/UvM5GTopoHI\/AAAAAAAACp4\/IpTCa1M7a6c\/s1600\/DSC_5975.JPG\"><\/a><\/span><\/div>\n<div> <span><br \/><\/span><\/div>\n<p> <\/p>\n<div> <span lang=\"PL\"><span>Among the attendees were representatives of civil society organizations and research institutions.
